Functions of the LICC
Each of North Carolina's 100 counties has a Local Interagency Coordinating Council that is charged with planning public awareness activities, identifying and planning for local service delivery needs, and communicating local needs to regional and state planning groups.
 
LICCs help the community by:
  • Promoting available local services
  • Identifying and coordinating existing services between agencies
  • Identifying gaps and barriers that hinder parents' abilities to access services
LICCs help families and children by:
  • Increasing efficiency in using scarce resources
  • Reducing frustration for families searching for services
  • Avoiding duplication of services
  • Increasing communication between agencies
  • Developing community systems for identifying and serving children and their families.
How is Your Child Developing?
The following represent developmental milestones that children typically achieve at certain ages. It includes only a few of the many wonderful skills children achieve in the first 5 years of life.

Just as every child is unique, his or her pace of development is unique. Your child may reach these milestones slightly before or after other children of the same age. The following is intended as a guide only. Questions or concerns should be addressed with a professional such as your child's doctor.
 
By the end of 7 months:
  • Turn head when name is called
  • Smile back at another person
  • Respond to sound with sounds
  • Play social games like peek-a-boo
By the end of 1 year:
  • Use simple gestures like waving to communicate
  • Make sounds such as “ma” and “da”
  • Imitate actions in their play
  • Respond when told “no”
By the end of 1 1/2 years:
  • Do simple pretend play like "talk" on a play phone
  • Point to interesting objects
  • Look at objects when you point and say "look"
  • Use several single words without prompting
By the end of 2 years:
  • Use 2- to 4-word phrases
  • Follow simple instructions
  • Become more interested in other children
  • Point to objects or pictures when named
By the end of 3 years:
  • Show affection with playmates
  • Use 4- to 5-word sentences
  • Imitate adults and playmates
  • Play make-believe with dolls, animals, and people
By the end of 4 years:
  • Use 5- to 6-word sentences
  • Follow 3-step commands such as "Pick up the puzzle piece, put it in the puzzle, and return the puzzle to the shelf"
  • Cooperate with other children
